BY COUNCIL PRESIDENT COLLINS-BELLAMY, MAJORITY LEADER RUBBO, MAJORITY WHIP NORMAN, MINORITY LEADER BREEN, COUNCILMEMBERS, PINEDA-ISAAC, DIAZ AND HODGES:

RESOLUTION ISSUING A HOME RULE MESSAGE FOR SENATE BILL S10564 AND ASSEMBLY BILL A11479, IN RELATION TO SCHOOL SPEED ZONE CAMERAS IN THE CITY OF YONKERS.

WHEREAS, Senate Bill S10564 and Assembly Bill A11479 have been introduced in the New York State Legislature for the purposes of authorizing a pilot program in the city of Yonkers to allow for the use of photo speed violation monitoring systems, commonly known as speed cameras, in school speed zones to enforce speed limits; and

 

                     WHEREAS, the proposed legislation will authorize cameras in up to twenty-five school speed zones and allow the City to impose monetary penalties during school days, including one hour before and after school, and during student activities and thirty minutes before and after those activities; and

 

                     WHEREAS, speed cameras have been effective in preventing speed related incidences and repeat offenses; and

 

                     WHEREAS, the City Council has already considered and adopted Resolution No. 13-2026 requesting that this legislation be introduced; and

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Yonkers hereby issues this Home Rule Request Message for Senate Bill S10564 and Assembly Bill A11479 to amend the Vehicle and Traffic Law and Public Officers Law to allow a pilot program for school speed zone cameras in the City of Yonkers; and

 

                     BE IT FURTHER RESOLVED, that the City Council requests the City Clerk to forward a copy of this Home Rule Request Message to the Legislature of the State of New York requesting the passage of the aforesaid bills.
