The City of Yonkers hereby ordains and enacts:

Section 1: The Empire State Development through its Regional Council Capital Fund has awarded a grant of $9,000,000 to the City of Yonkers (the “City”), to partially fund the site preparation and construction of the proposed Fernbrook Waterfront Park.

Section 2: The City is required to provide a local matching share equal to ten percent (10%) of the total $45,000,000 project cost, or $4,500,000, to be funded through the City’s capital budget. The City anticipates meeting this requirement through $13,000,000 in prior property acquisition, $2,000,000 in FY26 capital (“Waterfront”), $5,000,000 proposed in FY27 capital, $1,000,000 in future operating funds, and $15,000,000 from the Westchester County IMA as part of the overall project financing structure.

Section 3: The above constitutes a “Unlisted Action” under SEQRA and its implementing regulations, 6 NYCRR Part 617, which was reviewed and approved by the City Council on December 10, 2024 (Reso. 196-2024).

Section 4: The Mayor of the City or his authorized designee is hereby empowered to execute any and all instruments and take such other actions as may be necessary to effectuate the purposes hereof.

Section 5: The City’s Grant Budget for fiscal year 2025/2026 is hereby amended by increasing revenues and appropriations for the Engineering Department, as follows:
