BY COUNCIL PRESIDENT COLLINS-BELLAMY, MAJORITY LEADER RUBBO, MAJORITY WHIP NORMAN, MINORITY LEADER BREEN, COUNCILMEMBERS, PINEDA-ISAAC, DIAZ AND HODGES:
RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BY AND BETWEEN THE CITY OF YONKERS AND THE NEW YORK CITY DEPARTMENT OF ENVIRONMENTAL PROTECTION REGARDING ANNUAL HAZMAT DRILLS, TRAINING AND OTHER REQUIRED EMERGENCY RESPONSE ACTIVITIES AT THE HILLVIEW RESERVOIR AND OTHER APPROVED LOCATIONS

WHEREAS, the New York City Department Of Environmental Protection (“DEP”) operates and maintains the New York City water supply system and is responsible for providing drinking water to more than eight million residents in the City, as well as approximately one million upstate residents, including users who rely on a water supply from connections to the City’s Delaware Aqueduct, including the residents in Yonkers; and
WHEREAS, DEP’s maintenance and operation of the New York City Water Supply System and its associated facilities, including Hillview Reservoir and other water treatment facilities located throughout Westchester County, involves the storage, use and processing of highly hazardous chemicals; and
WHEREAS, The Yonkers Fire Department (“YFD”) is accredited by New York State Homeland Security and Emergency Services as a Type 1 Hazardous Materials Team, representing the highest level of capability for management of and emergency response to complex hazardous materials incidents; and
WHEREAS, DEP’s storage, use and processing of highly hazardous chemicals requires robust safety and emergency response planning, coordination, training and exercises in collaboration with local emergency responders, including Yonkers YFD; and
WHEREAS, YFD has requested certain funding from DEP and New York City to cover the operational and personnel costs associated with conducting emergency response trainings, as well as the costs of future coordination, planning, training and exercises that YFD participates in a...
