RESOLUTION SUPPORTING NEW YORK STATE SENATE BILL S.7217 AND ASSEMBLY BILL A.7675 AUTHORIZING MUNICIPALITIES IN NEW YORK STATE TO PERMIT SELF-CERTIFICATION BY LICENSED PROFESSIONALS TO STREAMLINE BUILDING PERMIT PROCESS

WHEREAS, New York State Senate Bill S.7217 and Assembly Bill A.7675 propose to authorize cities, towns, and villages in New York State to establish a program whereby a building permit may be issued based upon certification by a registered architect or professional engineer; and

WHEREAS, allowing qualified architects and engineers to certify that building plans comply with applicable codes can streamline the permitting process, reduce bureaucratic delays, reduce costs and administrative burdens for both municipalities and applicants, while still ensuring that all construction meets the safety and code requirements established under New York State law; and

WHEREAS, professional architects and engineers are trained and licensed to ensure that buildings meet structural, safety, and regulatory standards; and

WHEREAS, similar programs in other states and localities have demonstrated that certification-based permitting can improve timelines, compliance, and accountability without compromising safety; and

WHEREAS, New York State Senate Bill S.7217 and Assembly Bill A.7675 would provide municipalities with an optional tool to enhance service delivery to residents and developers, without mandating its adoption.

NOW, THEREFORE BE IT RESOLVED, that the City of Yonkers hereby expresses its strong support for New York State Senate Bill S.7217/Assembly Bill A.7675; and be it further
