RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BETWEEN THE COUNTY OF WESTCHESTER AND THE CITY OF YONKERS FOR PROVIDING SERVICES UNDER DCMH FOR EMPLOYEE ASSISTANCE PROGRAM UNDER ARTICLE 25 AND UNDER ARTICLE 41 OF THE MENTAL HYGIENE LAW

WHEREAS, the County of Westchester (the "County") and the City of Yonkers (the "Agency") desire to execute, an Inter-Municipal Agreement (IMA) to continue the cooperation of services and resources in regards to the Employee Assistance Program effective March 10, 2025 and terminating December 31, 2029; and

WHEREAS, the provisions of said agreement provide for the County to provide preventive, rehabilitative and treatment service programs for the mentally ill, the mentally retarded, the developmentally disabled and those suffering from alcohol and substance abuse in the City of Yonkers, as more particularly described in "Schedule A", of the IMA; and

WHEREAS, in consideration of the services to be provided to the Agency, the Agency shall pay to the County a certain fee per individual/employee per year, as set forth in Schedule "B" of the IMA; and

WHEREAS, New York State General Municipal Law Article 5-G, Section 119-0, authorizes municipal corporations and districts to enter into agreements for the performance of various functions; and

NOW, THEREFORE, BE IT RESOLVED, that the City be and hereby is authorized to enter into the IMA with the County, acting by and through its Department of Community Mental Health, to provide Employee Assistance Program (EAP) services to the City for a term commencing March 10, 2025 and terminating December 31, 2029 in accordance with the Scope and Cost Schedules, and be it further

RESOLVED, that the above constitutes a "Type II" action under the State Environmental Quality Review Act ("SEQRA"),...
