SECTION 1. RECITALS.

a) The City of Yonkers has long been committed to revitalizing its downtown and surrounding corridors through strategic planning, zoning policy, and targeted infrastructure investment. As the downtown core has experienced continued redevelopment and growth, the City has sought to ensure that adjacent corridors are positioned to support residential development, mixed-use activity, and improved connectivity between neighborhoods and the central business district.

b) , Yonkers Avenue serves as a major east-west arterial corridor connecting Downtown Yonkers to the Saw Mill River Parkway and Central Park Avenue. The corridor provides an important transportation link for residents, businesses, and visitors entering and exiting the downtown area and is characterized by existing infrastructure, signalized intersections, and a mix of residential, commercial, and institutional land uses.

c) From time to time, the City reevaluates the zoning designation of properties to determine whether their existing classification continues to support appropriate and beneficial uses. The properties identified above would be more appropriately suited for uses consistent with the D-MX (Downtown Mixed-Use) District, including residential, retail, service, and institutional uses that support a vibrant mixed-use corridor.

d) Extending the D-MX district along , Yonkers Avenue will support housing production, encourage investment along an established urban corridor, and strengthen the connection between Downtown Yonkers and surrounding neighborhoods. This zoning action is intended to guide redevelopment in a manner consistent with the City’s broader planning objectives and to promote appropriate density along infrastructure-served corridors.

e) On __________________ the City Council adopted a resolution indicating its intent to act as Lead Agency under the State Environmental Quality Review Act (SEQRA), determining that this Zoning Map Amendment is a Type I action under SEQRA and referring the Zoning Map Amendment to the Westchester County Planning Board.

f) On __________________ the City Council conducted a Public Hearing

g) On ____________, 2026, the City Council adopted a Negative Declaration pursuant to the State Environmental Quality Review Act (SEQRA), determining that the Proposed Action will not result in any significant adverse environmental impacts and that the preparation of an Environmental Impact Statement is not required, thereby concluding the review process under SEQRA.
