RESOLUTION
BY COUNCIL PRESIDENT COLLINS-BELLAMY, MAJORITY LEADER RUBBO, MAJORITY WHIP ROBINSON, MINORITY LEADER BREEN, COUNCILMEMBERS, PINEDA -ISAAC, DIAZ AND MERANTE:
title
A RESOLUTION CALLING UPON THE NEW YORK STATE PUBLIC SERVICE COMMISSION (PSC) TO RECONSIDER THEIR APPROVAL OF CONED DELIVERY RATE INCREASES FOR THE PERIOD ENDING IN DECEMBER 31, 2025
body
WHEREAS, Consolidated Edison Company of New York, Inc. (“Con Ed”), is a regulated utility providing electrical and gas services to Yonkers residents and businesses, where customers have no choice over energy providers; and
WHEREAS, in 2019, the Public Service Commission (PSC) granted ConEd three consecutive years of delivery rate increases and for the same consecutive three years; and
WHEREAS, in 2023, ConEd requested and the PSC again approved for additional rate increases over the next three year period, ending December 31, 2025, which imposed a three-year cumulative total gas delivery bill revenue increase of 31.3% and a three-year cumulative total electric delivery bill revenue increase of 19.8% on top of market-driven increases in the supply cost of electric and gas; and
WHEREAS, the third and final rate hike took effect in January 2025 at a rate of 4% for electricity and 6% for gas; and
WHEREAS, these rate hikes have resulted in sharply rising utility bills, particularly due to the higher costs of natural gas and electricity delivery, exacerbating economic hardships for many households and local businesses; and
WHEREAS, the continued increase in energy costs will disproportionately impact vulnerable communities, including low-income families, seniors, and small business owners, further straining the economic stability of our city; and
WHEREAS, ConEd’s rate hikes significantly exceed the average inflation rate and place an undue burden on customers without sufficient justification in the eyes of those most affected; and
WHEREAS, the City of Yonkers is committed to advocating for fair and just utility rates that balance necessary infrastructure improvements with the financial well-being of its residents;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the Members of the Council of the City of Yonkers formally calls upon the New York State Public Service Commission to reconsider its approval of the ConEd rate hikes and explore alternative solutions that mitigate the financial strain on residents and businesses; and
BE IT FURTHER RESOLVED that copies of this resolution be certified and sent by the City Clerk to the Governor of New York, the Secetary of the New York State Public Service Commission, the Commissioners of the New York State Public Service Commission, and the leadership of the New York State Senate and Assembly.
