A SPECIAL ORDINANCE AUTHORIZING ACCEPTANCE OF THE DORMITORY AUTHORITY OF THE STATE OF NEW YORK (DASNY) COMMUNITY RESILIENCY, ECONOMIC SUSTAINABILITY, AND TECHNOLOGY (CREST) GRANT PROGRAM IN THE AMOUNT OF $1,300,000, AMENDING THE CITY OF YONKERS GRANT BUDGET FOR FISCAL YEAR 2024/2025, AND ISSUING A NEGATIVE DECLARATION PURSUANT TO SEQRA.

The City of Yonkers in City Council convened, hereby ordains and enacts:
Section 1: The Dormitory Authority of the State of New York (DASNY) through its Community Resiliency, Economic Sustainability, and Technology (CREST) Grant Program has authorized grant funding of $1,300,000, to the City of Yonkers, acting by and through the City of Yonkers Engineering Department towards the Armour Villa neighborhood flood mitigation project.
Section 2: The above constitutes a "Unlisted" action under SEQRA and its implementing regulations, 6 NYCRR Part 617. Upon review of the Environmental Assessment Form and all other available information, the Council has determined that this action will not result in a significant adverse environmental impact and thus issues a negative declaration pursuant to SEQRA.
Section 3: The Mayor of the City or his authorized designee is hereby empowered to execute any and all instruments and take such other actions as may be necessary to effectuate the purposes hereof.
Section 4: The City's Grant Budget for fiscal year 2024/2025 is hereby amended by increasing revenues and appropriations for the Engineering Department, as follows:
